What did Einstein mean by “Spooky Action at a Distance »?

Albert Einstein was famously critical of quantum mechanics. But just exactly were his misgivings? Many online-resources and popular science books claim that he did not like entanglement and referred to it as « spooky action at a distance ». I don’t think this is what he really meant though.
